Guatemala: What has been the cost, or logrolling, to convince the members of "opposition" in the adoption of the new law on bonds?

¡Congressmen, congressmen, congressmen! I confess that I would write about pleasant topics, perhaps on acts of outstanding heroism of Guatemalans -as my good friends- Guatemalans who inspire others with low self esteem, which are not in the mediocre environment every day, even worse than not seeing in our authorities as a role model.

The "logrolling" is a word that refers to the exchange of political favors between the chambers of Congress and representatives. Supposedly, this exchange of political favors is to, somehow, make the "cost" of such favors, and make them increasingly difficult, the ruler of the day by any means buying favors from cash, approval of millionaires projects, shares power , office, impunity, cloaking, etc., all in favor of "democracy", if generate more controversy in the public approval of any law, the higher the "cost" to convince the members of "opposition". According with some text books of politic science, that sometimes these proposal of new laws are as controversial, by harmful, which are so "expensive" for the government who cannot "afford" and ends with abandon, which represents the final benefit for voters, or a "political market", does not come at the price.

Every human being, without exception, acting for his personal interest, according to their values, their ethics, using media as to its purpose. A system of just laws, the rule of law, provides for among other reasons that certain conduct of human behavior is predictable in terms of their rights and others. The level of impunity that encourages the Guatemalan system of laws is staggering. Members of Guatemalan congress are more than another caricature of democracy, and true representatives of democracy here is practiced, practice stinking –as justice I clarified that there are always exceptions-. These days, in the congress, are in the process of approving a decree to issue bonds for approximately $ 371,000.00 to be used in "social" programs or give it away for the "poorest" of course we all know what happens with public funds are not subject to real control. In Guatemala squandered public resources in the hands full, the question is always: What is the source of the looting? Answer: the taxpayers, what is the cost? More government. More corruption. Poorest. More unfortunately.

What has been the cost, or logrolling, to convince the members of "opposition" in the adoption of the new law on bonds?
